If they didn't provide more information, I'm guessing they want you to "simplify" the expression (carry it as far as possible by combining like-terms, etc.):
0.2(3b-15c) + 6c
= (0.2•3b-0.2•15c) + 6c (distributed 0.2 into parenthesis)
= (0.6b - 3c) + 6c (carried out indicated multiplications)
= 0.6b - 3c + 6c (removed parenthesis, just showing details)
= 0.6b + 3c (combined -3c and +6c, reaching the answer)
