It seems to me that all you have to do is substitute x = 60 into the given equation, and the result f(60) is your answer in millions.

 

f(60) = -100 + 87 ln(60) = 256.2

 

After 60 years, there are 256.2 million visitors.

 

The end of the problem statement says "Round to the nearest tenth of a year."  I think it should say "Round to the nearest tenth of a million."
