Initially tipping of scale will depend on place the hole is made in the balloon. If the hole is made on top of the balloon then air coming out will try to tip the balance in its side. Just like a rocket moving up as per action and reaction principle.
Eventually balloon that loses air will lose mass and weight. Balance will tip towards the balloon with more air left in it.
