the problem is "Joe says that he can buy 14 pencils for $2.49. What is the unit rate". I think it's .18 but i'm not sure

The unit rate in decimal $ is 0.177857... which does round up to 18 cents ($0.18 per single pencil).  It's a question of how many decimal places should be used in the answer, which you did not include.

The unit rate is the total price divided by the number of units:

 

($2.49) / (14 pencils) ≅ $0.18 per pencil
