Let the number of sweaters sold be R, B, and W.
"They sold $522 in sweaters" means R + B + W = 23 [eq1]
The dollars for all of each type of sweater is:
(dollars per sweater)*(number of sweaters). So,
"They sold $522 in sweaters" means
$20R + $25B + $28W = $522 [eq2]
"They sold seven more red sweaters than blue sweaters"
means R = 7 + B [eq3]
To do the math, let's use elimination.
First, eliminate W:
28R + 28B + 28W = 644 [28*eq1]
20R + 25B + 28W = 522 [eq2]
