If I understand the problem correctly, you want the rate of growth of y given x. If that's correct, first solve for y:
-2x - 3y + 1 = x -4y +4, so let's put x's on the right and y's on the left:
y + 1 = 3x + 4, so y = 3x + 3
So y grows at three times the rate of x, which is a linear growth rate.

I still don't understand your question. "m" is usually used to denote the slope of a line. Did you mean the slope? On the other hand, you reference to "the number that you add" makes me think that's wrong.
One standard form for the equation for a line is y = mx + b, where m is the slope and b is the y-intercept. In the problem you gave, Y = 3x + 3, so m = 3 and b = 3. This means that whenever x increases 1 unit, y increases 3 units. Does that help?
