Assuming you mean 100 ml 0f 0.50 M HNO3 (and not m as in molal), then this is relatively simple.
(x ml)(3.6 M) = (100 ml)(0.50 M)
x = 13.9 ml = 14 ml (to 2 sig. figs)
Take 14 mls of 3.6 M HNO3 and dilute to a final volume of 100 mls.
