Given: angle 1 is congruent to angle 2, Angle 2 is congruent to angle 3. Conclusion: angle 1 is congruent to angle 3.

What steps are needed prior to the conclusion.  Its a trapezoid.

Three angles of a trapezoid will only be congruent if each is = 90°,
because if three are congruent, then all four will be congruent;
Since two sides are parallel, both pairs of interior angles on the
respective transversals must be supplementary. this would make 
all four angles 90° and you would have a rectangle.
