what is the ratio of the area of a circle to the radius of the circle?

It cannot be constant but it will be pi(r). the value of radius will change true but the it will always be pi(r).

Indeed it's pi(r)--but that number is different for every circle.
 
Your question included: "The answer to this question cannot be determined. Why is it so? "  
THAT part of what you submitted is rather poor semantics. Was it included in the original question (from book or similar material)?
