Karin's answer is correct. However, there is another way. As the probability of the train being late is 1/3, this could be represented by the roll of a 5 or 6. Then, the probability of being late twice in a row would be represented by both dice being a 5 or 6.
There are 4 ways of rolling a 9 (3,6; 4,5; 5,4; 6,3); there are also 4 ways of having each roll be a 5 or 6 (5, 5; 5, 6; 6, 5; 6, 6)
