Additional atoms that meet the condition "not missing any electrons in their outermost orbit shell" could be atomic ions that have lost or gained electrons to make the outer shell filled OR neutral atoms that have the proper number of electrons (none missing) to balance the charges of the protons in the nucleus. In the later, the completeness of the atom satisfies the "not missing any electrons in their outermost orbit shell" condition.
The question is rather open-ended as stated. If the question had asked for neutral atoms that have full outer shells, then the Noble gas atoms would be the only answers.
