39 * .666666666 = 26
 
You can also solve this with fractions since 66 2/3 = 2/3.
 
39*(2/3) = 13*2 = 26

You should, in my opinion, immediatelly recognize that 66 2/3 % of  means "two thirds of..."
 
It's extremelly advantageous to learn the decimal equivalents of 1/3, 1/4, 1/5, 1/6, 1/8, and many multiples of them--which we did when I was in grade 7 in California when Earl Warren was the Governor (way way pre-calculator era).
 
Then two thirds of 39 is easy because obviously one third of 39 is 13, so your answer is just 26.  This kind "numerical literacy" will make you a quicked worker--it really pays off in school (tests & homework) and in real life after school.

Speaking of literacy, I notice that I proofread poorly--some double Ls occurred because of finger-dragging on keyboard; sorry!
