I am writing it in other way:
 
You have to multiply the numerator and dividend by the complex conjugate of (-8 + 6i), which is (-8 -6i):
 
(3 + 10i)*(-8 - 6i) / (-8 + 6i)*(-8 - 6i)  =  (3 + 10i)*(-8 - 6i)/(64 - 36i^2)  but i^2 = -1
 
                                                          = (3 + 10i)*(-8 - 6i)/(64 + 36)
 
                                                          = (-24 - 18i -80i -60i*2)/100
 
                                                          = (-24 -98i + 60)/100
 
                                                          = (36 - 98i)/100
 
                                                          = (18 - 49i)/50
 
Then:
(3 + 10i) / (-8 + 6i) = (18 - 49i)/50
