I think that you mean that the population of Texas is 2.606 x 107
When you're typing, you could also use the caret(^) symbol like this: 2.606 x 10^7.
In order to solve the problem, you can express the other number (population of California) so that it also has the 107 part.
Even though it doesn't show it, that number really has a decimal point at the end:
38,040,000.
If you move that decimal point 7 places to the left, you get 3.804 (you can drop the 0's on the right since now they're after the decimal point). To keep the number the same, you put x 107 after that: 3.804 x 107
The exponent is a positive 7 because you moved the decimal point to the left.
So you're adding: 2.606 x 107
+ 3.804 x 107
