Uganda and Somalia come the closest. The Somalis have divided power very clearly along clan lines and almost all Somali citizens are members of the Somali ethnic group. Uganda is a multi-ethnic country, but the pre-colonial Buganda kingdom is the core of what was the British colony and most Ugandans speak the dominant language of Luganda. However, some important political leaders, including the former dictator Idi Amin Dada and the current authoritarian president Yoweri Museveni have come from minority ethnic groups.
