Let's convert that to seconds since seconds is the smallest measure.

1 hour (60 min/hr) (60 sec/min) + 18 min (60 sec/min) + 27 sec

3600 sec + 1080 sec + 27 sec = 4707 sec

 

If the marathon is 26.2 miles long, then the average speed per mile is

 

4707 sec / 26.2 miles = 180 seconds/mile = 3 minutes/mile

 

At this rate, a 30 miles race would take

30 miles x 3 minutes/mile = 90 minutes = 1 hour 30 minutes.
