Coordinate adjectives  here are long and winding. A misses the comma after long.  B includes  comma after
winding and that is incorrect. D does not include any comma after long. It is C that correctly uses comma separating two coordinate adjectives.
 
 
I agree that C is the correct answer.  another way to describe why c is correct and the others are wrong is that when there are more than one adjective, then a commas separates each adjective. However, whether there is a string of adjectives or just one, the adjective closest to the noun never has a comma separating it from the noun.
