i believe that you intend that the denominator in the formula for y will be x+3; this must be prevented from becoming zero, so x ≠ -3 is the excluded value.
You should have put parentheses around the x+3, just as you would have to do on most calculators that do not have horizontal arrangements of numerator & denominator above & below one another.
