Yeah, in my day this was a tough one to get used to too. I feel your pain.
The key is to understand what a percentage means. The "cent" part of the word means "hundred" the same way a century is a hundred years. The same way a penny is one cent, but it takes a hundred of them to make a dollar.
So the whole of anything is 100% of it. One hundred per cent brings hundred and cent together again.
So for your problem the tax is 6.25%. The whole price that's being taxed is 100%. As a fraction, the tax compared to the price is
6.25/100 <-- fraction
The decimal is probably more useful for calculating. To get it, just solve the fraction. Divide 6.25 by 100 and get 0.0625.
