If I understand your question correctly, you want to close the steam traps to conserve steam. Remember, steam a thermal property of water. Closing the steam traps will not save steam and may pose a safety issue. Your real problem is heat loss. You are losing 1/4 of your steam in the form of waste heat.
Your options are: 1) insulate your steam lines better, or 2) to shut down your steam system so that it is not trying to keep steam pressure in your lines.
