Let the equal base angles measure x; then the other angle (called the vertex angle of this isosceles triangle) must be 4 + 3(x)...if the question means four more than three times one of the base angles.
I assume that the above interpretation is correct because the statement of the problem does not say "...three times as much as the sum of the other two angles. But I am not sure what the writer of the question intended.
Anyway, you decide. Add up all three angles and set the sum to 180 degrees. Then solve for x, and compute the measure of the vertex angle.
