This is called "empirical data" (that is, observed values). It has little to do with the kind of packages, the processing, etc. It simply gives us an observed rate for lost/damaged packages.
The problem merely wants us to convert "900 out of 100,000" to a decimal or a percent. Calling it a "probability" assumes additional information not presented in the problem.
900/100000 = 0.009 = 0.009*(100%) = 0.9%
