The graph shows the number of pictures a traffic camera takes each minute.  ⇐ That's the given Statement of Fact.

 

So (8,4) must mean that, in the eighth minute, 4 pictures were taken.  I don't think that any of the possible answers are very good.

 

It would be nice to see the graph that is under discussion but I realize that's practically impossible.  I suspect this question is one of the recent products of the "Common Core" revolution, of which I am not a fan.

How are the axes labeled? Is the time axis vertical or horizontal? This needs to be stated in order for a tutor to provide a correct answer.
