The solution is:
25 ≤ 6x ≤ 100,
or 25/6 ≤ x ≤ 100/6.
Notice that 25/6 = 4.16666 and 100/6 = 16.66666. Choose a whole number between these. The largest permissible value for x is 16, so they can buy at most 16 pairs of earrings. (This will cost $196, so they could not buy one more.)
