There's really not enough information here to give you the answer the teacher is looking for. I can give you some help, though.
Thomas Aquinas (in his Treatise on Law) distinguishes between Human Law, Natural Law, and Divine Law. In his understanding, Divine Law comes directly from God; Human Law is made by man and changes from time to time and place to place; Natural Law relates to the laws of nature, and is very close to Divine Law, but it's difficult to pin down.
So, if this question is coming from a Roman Catholic perspective, I would expect the answer to be True.
