My brother and his shouting addiction

hi. I have a brother who shouts all the time even if I say a joke that is said ina funny voice he will shout and scream he is 13 

i have also seen him shooting. Himself in the head with a nerf gun or hitting his head against the bed. It has got to the point were my family and friends are about to break please anything that can Help
