If you ignore atmospheric pressure, the pressure at the bottom will be just p = ρgh. In these English units,
ρg = 87.36 lbs/ft^3
p = (ρg)h = (87.36 lbs/ft^3)(12.4 ft) = 1083.26 lbs/ft^2
This is actually the gauge pressure at the bottom of the tank. To find total pressure, add atmospheric pressure:
p_a = 2116.2 lbs/ft^2
p_total = p + p_a = (1083.26 +2116.2) lbs/ft^2 = 3199.46 lbs/ft^2
