I'm a bit confused by the 7 so I'm going to assume your inequality is

 

-1≤ (5x-6)/7 ≤ 9

 

If this is wrong, please let me know and I'll correct my solution.

 

First multiply all three sides by 7

 

-7≤ (5x-6) ≤ 63

 

Now add 6 to all sides

 

-1≤ 5x ≤ 69

 

Finally, divide all sides by 5

 

-1/5 ≤ x ≤ 69/5
