Let's work with the numerator first.

 

6(x + h)^2− 7(x + h) − (6x^2− 7x)

foiling the first term

 

6(x^2+2xh+h^2)-7(x+h)-(6x^2-7x)

 

Distribute as appropriate

6x^2+12xh+6h^2-7x-7h-6x^2+7x

 

Now combine terms

12xh + 6h^2 - 7h

 

Let's divide all terms by h as you indicated above.

12xh + 6h^2 - 7h
