The given line is in the standard form of y = mx + b, where m is the slope. So, the slope is 3.
Now we want to create a new line that passes through (2,-2) and has a slope of 3. This should ring a bell in your mind that we want to use the point slope form.
(y - y1) = m * (x - x1)
Plug our slope and point in and we get
(y - (-2)) = 3 * (x - 2)
y + 2 = 3x -6
y = 3x - 8
