If Lilly wants to keep the cost per person under $15, then the most that she can charge them is $14.99.
So if you divide 250 by 14.99, and round up to the next whole number, you'll find the number of guests that can be at the party. Since Lilly isn't going to pay $14.99 for herself, you have to add one more person to the total.
When you divide by a decimal, you first have to get rid of the decimal, in this case by multiplying 14.99 and 250 by 100. . . that moves the decimal point two places to the right.
