A survey is planned to estimate the proportion of voters who support a proposed gun control law. The estimate should be within a margin of error of plus-or-minus 5 % with 99% confidence, and we do not have any prior knowledge about the proportion who might support the law. How many people need to be included in the sample?

The answer depends on the number of people in the area/region effected by the proposed legislation.

 

Also, you failed to define the target group as to whether you're seeking the opinion of all residents, all of a given age and above, or only registered voters, as well as whether race, sex, et cetera are considerations in selecting the target group for the statistical sample!

 

So, once you define geography, have all population statistics from within that area and know what cross section of that populace you wish the sampling to represent, and, then, reformulate the question for an accurate answer!
