Rational numbers can be written as p/q. 
2.75=275/100 or reducing
      = 15/4

This includes Repeating or Terminating Decimals
 
2.75 is equal to 2 + 3/4  (3/4 = .75) = 2 3/4  - change this into an Improper fraction...
 
Therefore  2.75 = 2 3/4 = 4*2=8+3= 11:  the rational number is then 11/4  which is a ratio of two numbers
