0.28  largest place value with a digit that is NOT equal to 0 is the place the 2 is in, the tenths place
0.28 rounds to 0.3
0.251 largest place value with a digit not equal to 0 is the place the 2 is in again
0.251 rounds to 0.3
0.0085 largest place value with a digit not equal to 0 is the place the 8 is in, the thousandths place
0.0085 rounds to 0.009
0.8458 rounds to the tenths place and it is 0.8
as you move to the left the values get larger
0.3+0.3+0.009+0.8=

0.3
0.3
0.009
0.8
--------
1.409 and C) is the closest answer

You could have rounded all the numbers to the nearest hundredth as well. The smaller the place the numbers are rounded to the better the estimate is but you have to do more work. You have to find a happy median where you get an accurate estimate but without having to do a lot of work.
