Rational Emotive Behavior Therapy helps a person use reason to acknowledge a self-defeating thought processes, and then learn to express emotions in a more healthy way. In other words, subconscious behaviors that are harmful are brought to the bearer's attention and then replaced with more constructive behavior.
But our cognitive process are tied to our view of the world. If I think the world is out to get me, I respond defensively. Thus I create disharmonious relationships with others. Rational Emotive Behavior Theory would help me realize that I see the world is out to get me, and then change my beliefs about whether or not that is true, with the outcome that my actions in response to the world are less defensive.
So to answer your question, the therapy interacts with the culture by making me aware of my beliefs about my culture and my resultant actions, in the hopes that changing my beliefs will change my behaviors.
