THX for book reference, but I don't have it. After reading our Answers, PLZ compare them to what the book says.
If the question is really "What is the percent of change moving from $5 to $8?" that is different than. "What percent is $5 of $8." The percent of change is sometimes called the percent difference.
The percent difference expression starts with a base value (here it is $5) and asks what percent difference it takes to get to the second number (here it is $8). So, it would be calculated as (8-5)/5 = 3/5 = 60%.
Now, Jennifer, you have some reading to do.
