In word (story) problem, the word "of" usually means multiply. 20% can also be written as 0.20 or 20/100, as needed.
Let x = the amount
Translate:
"20% of an amount is 700" means (20%)x=700 or 0.20x=700 or (20/100)x=700.
Let's use the fraction form:
(20/100)x = 700
x = 700*(100/20) [multiply both sides by 100/20)
x = 3500
Note: if you used 0.20, then multiply both sides by 5.
