A cell membrane is made out of a lipid bilayer. Lipids are molecules that have hydrophobic tails and hydrophilic tails. The lipid molecules arrange themselves so that the more polar hydrophilic heads are towards the outside and insides of the cell where water is more prevalent. The hydrophobic tails are all tails are inside the cell membrane so they can be away from water.
