To find the inverse switch x and y and solve for y.  See below:

 

y=-1/2x-3 (starting equation)

 

Place x for y; and y for x:

 

x = -1/2y-3

 

Solve for y (move 3 to the other side and multiply by (-2))

 

y = -2x-6
