Improper fractions means that the numerator is greater than or equal to the denominator, so yes, 12/1 is technically an improper fraction for 12, but 144/144 is not because that equals 1. I say technically because while there is indeed a denominator, that denominator is a 1.
If you want to try something besides placing 12 over 1, then all you need to do is multiply 12 by a number (like, say, 3) and then place that multiplying number (as in this case 3) as the denominator.
