I'm looking for information about expedition.

My brother traveled to Miami, but was stopped by the state trooper saying that there's a warrant for his arrest. We later find out that he was arrested for not calling his probation officer. Usually we get a text or receives mail when my brother needs to report in. But since August we haven't got any of that so we assumed his probation was done. So he's been arrested on that charged and was sent to Atlantic county. He's now waiting to be expedited to Mongotmery county in Philadelphia. Today makes two weeks and he's just sitting in Atlantic County. He already saw the judge and the judge gave him papers to sign for his expedition. However no one came to pick him up. Basically my question is can they still hold him there even though it's been way past 72 hours
