The issues and problems were many, but four significant ones were:
Each new state had its own currency (money), but there was no national currency. Just think of how difficult it would be to travel up the East Coast and have to change money in every state along the way! Imagine the frustration of a farmer in Virginia who wanted to sell, say, apples or eggs to customers nearby in Maryland but had to change currency with each sale.
The states had no defense against attack from an outside enemy. Just think, each state had its own militia, but if an enemy attacked all of the states as a whole, there was no national army to defend the new country.
There were thousands of American men who had not been paid for their military service during the Revolution. The problem was that the states were asking these men to pay taxes, but the men had not been paid, so they had no money to pay taxes! (One famous uprising, led by Daniel Shays in Massachusetts, was an example of just how angry these former soldiers had become.)
Also, there was no system to deal with issues that arose between the states. So, if Connecticut and Rhode Island had a disagreement, there was no higher authority to work out a solution.
