Without a bit more context, this is a guess, but my interpretation is in the world of documentary filmmaking, a "call for change" or "call to action" is a section in which you tell the audience directly what you hope they will do or which actions they will take regarding the issues you brought up in the film. For example, in a video talking about how a hospital is helping children with rare diseases, a call to action or call for change would be to show the audience how they can make a donation, or volunteer their time to support the cause of the film.
