I speak from experience more than book knowledge. Normally a human service agency comes into existence to fulfill a service need. A person or group has a vision, from it a "vision statement" is formed. After that a more specific "mission statement" that aligns with the vision statement can be created. Goals are general areas of activity that support the mission. Objectives break down goals into specific activities that can be planned, that will be guided by "procedures" and implemented through "plans". Voila!, you now have an operational guide for a human service agency.
