So basically - Wordsworth explained his philosophy about poetry in that Preface. He wanted to use more common language and write about more simple things that ordinary people could experience directly. He used his own direct experiences with nature as a guide. And the way he wrote was different from previous British poets who perhaps relied more on Classical models of Latin writers or Shakespeare etc. So do you think he achieved those goals with "I wandered as lonely as cloud?" He was trying to convey the feeling he felt when he was out in nature and saw those daffodils etc. Re-read that preface to see what Wordsworth was attempting to do & then re-read the poem. Make an argument on whether you think he succeeded in his goals. That part is up to you - but you have to show evidence and be logical.
