Notice that the denominator, 25, is 1/4 of 100, or in other words you can multiply the denominator by 4 to get 100.
So multiply the fraction by 4/4, which is equal to 1. That way you don't change the value of the fraction, but you multiply both the numerator and the denominator by 4.
That gives you 64/100.
That's exactly the same as 0.64.
