Since we can't do division, we want to get the denominator to be either 10, 100, or 1000, which would give us tenths, hundredths, or thousandths, respectively.
From 16/25, the easiest denominator to get to is 100 because we can multiply 25 by 4 to get there. So we multiply the whole fraction by 4/4. This gives us 64/100, which is read out as 64 hundredths, and that would be written out as 0.64.
