A decimal value is simply a fraction of any power of 10 dependent upon the number of decimal places.  

 

Since our fraction has a denominator of 25 we would need to express this fraction with an equivalent denominator of 100 (the next power of 10 greater than 25).

 

To do this, we simply multiply our fraction by a form of 1 to change the form, but NOT the value of our fraction and then convert that fraction of 100 to a 2-place decimal (the value of the numerator):

    16/25 = (16/25)(4/4)

    16/25 = (16 x 4)/(25 x 4)

    16/25 = 64/100

    16/25 = 0.64
