You are both right. I just want to add that the primary structure is, of course the sequence of the amino acids in the chain which is the code for the building of the protein.

 

All of the other structures, are the consequence of more complex associations among the chains with bonds and folding to secure the stability and strength of a molecule, and the specific function.

So, technically yes, all four structures have a sequence of amino acids, when being asked about the level of structure they are just looking for what detail you would be able to observe at that level. So, at the primary level you would see the sequence, but at the secondary level you can see alpha helices and beta sheets but are not zoomed in enough to distinguish the amino acid sequence.
