You can turn the question into an equation like so: "is" can replaced with =, and "% of" basically means multiplication. Remember also that 12% = 0.12. So what you have is

 

9 = 0.12x

 

where x is the unknown you are trying to find. You could simplify this a bit more without a calculator, but the answer is 9/0.12 = 75.
