Does a spinning disk's speed vary from the inside circumference to the outside?

If you have a fixed axis disk, where the outside of the disk is traveling at 10mph, would the inside of the disk move at a slower or faster speed? If so, how?

Yes, the inside of the disk travels slower that the outside. 

The inside travels less distance in the same amount of time as the outside.
